梵蒂冈 - 圣座就（中国大陆）哈尔滨及上海的主教祝圣发表声明


梵蒂冈城（信仰通讯社）—就七月六日星期五（黑龙江省）哈尔滨举行的岳福生神父（圣名若瑟）的主教祝圣，现明确以下几点：

1) 岳福生神父的祝圣未经宗座任命，为此也是非法的，《天主教法典》第1382条所规定的惩罚自动生效。其结果则是，圣座不承认其为哈尔滨宗座署理区主教、他无权管理黑龙江省的司铎和天主教会团体。
岳福生神父早已获悉圣座不会批准其为主教人选、并多次被要求不要接受未经宗座任命的主教祝圣。

2) 参加了非法主教祝圣的主教们，按照教会法律接受处罚，他们须向圣座汇报他们参与宗教仪式的情况。

3) （圣座）赞赏那些为岳福生神父的悔改、主教们的圣德以及在中国的教会，特别是哈尔滨宗座署理区的合一而祈祷和守斋的司铎、度献身生活者和平信徒们。

4) 在中国的全体天主教徒，无论是牧者、司铎、度献身生活者还是平信徒，都蒙召捍卫并维护教会教义以及传统。即便是在目前的困境中，他们满怀信心地展望未来，他们的力量来自坚定的信念：教会是奠定在伯多禄盘石及其继承人基础上的。

5) 相信中国政府切实愿意与圣座对话的同时，圣座也期望中国当局不要助长有违此类对话的举动。中国天主教徒们也期待着迈向这一方向的具体步骤，尤其是避免非法典礼和没有宗座任命的主教祝圣，因为这些事制造分裂及给中国天主教团体和普世教会带来痛苦。

VATICANO - Dichiarazione della Santa Sede sulle Ordinazioni episcopali ad Harbin e a Shanghai (Cina Continentale)
Città del Vaticano (Agenzia Fides) - Riguardo all’ordinazione episcopale del Rev. Giuseppe Yue Fusheng, avvenuta ad Harbin (provincia di Heilongjiang) venerdì 6 luglio corrente, si precisa quanto segue: l) Il Rev. Giuseppe Yue Fusheng, ordinato senza mandato pontificio e quindi illegittimamente, è incorso automaticamente nelle sanzioni previste dal canone 1382 del Codice di Diritto Canonico. Di conseguenza, la Santa Sede non lo riconosce come Vescovo dell’amministrazione apostolica di Harbin, ed egli è privo dell’autorità di governare i sacerdoti e la comunità cattolica nella provincia di Heilongjiang. Il Rev. Yue Fusheng era stato informato da tempo che non poteva essere approvato dalla Santa Sede come candidato episcopale, e più volte gli era stato richiesto di non accettare l’ordinazione episcopale senza il mandato pontificio. 2) I Vescovi, che hanno preso parte all’ordinazione episcopale illegittima e si sono esposti alle sanzioni, previste dalla legge della Chiesa, devono riferire alla Santa Sede circa la loro partecipazione alla cerimonia religiosa. 3) Un apprezzamento va a quei sacerdoti, a quelle persone consacrate e a quei fedeli laici che hanno pregato e digiunato per il ravvedimento del Rev. Yue Fusheng, per la santità dei Vescovi e per l’unità della Chiesa in Cina, in particolare nell’amministrazione apostolica di Harbin. 4) Tutti i cattolici in Cina, Pastori, sacerdoti, persone consacrate e fedeli laici, sono chiamati a difendere e a salvaguardare ciò che appartiene alla dottrina e alla tradizione della Chiesa. Anche nelle presenti difficoltà essi guardano con fiducia al futuro, confortati dalla certezza che la Chiesa è fondata sulla roccia di Pietro e dei suoi Successori. 5) Confidando nell’effettivo desiderio delle Autorità governative cinesi di dialogare con la Santa Sede, la medesima Sede Apostolica auspica che dette Autorità non favoriscano gesti contrari a tale dialogo. Anche i Cattolici cinesi attendono passi concreti nello stesso senso, primo fra tutti quello di evitare le celebrazioni illegittime e le ordinazioni episcopali senza mandato pontificio, che creano divisione e recano sofferenza alle comunità cattoliche in Cina e alla Chiesa universale. È motivo di apprezzamento e di incoraggiamento l’ordinazione del Rev. Taddeo Ma Daqin a Vescovo Ausiliare della diocesi di Shanghai, avvenuta sabato 7 luglio corrente. La presenza da parte di un Vescovo, che non è in comunione con il Santo Padre, era inopportuna e mostra mancanza di sensibilità verso un’ordinazione episcopale legittima. Vatican: Statement on Harbin and Shanghai ordinations

Below the text of a statement released Tuesday morning by the Holy See regarding the recent Episcopal ordinations in Harbin and Shanghai, China:

With regard to the episcopal ordination of the Reverend Joseph Yue Fusheng, which took place in Harbin (Province of Heilongjiang) on Friday 6 July 2012, the following is stated:
1)        The Reverend Joseph Yue Fusheng, ordained without pontifical mandate and hence illicitly, has automatically incurred the sanctions laid down by canon 1382 of the Code of Canon Law. Consequently, the Holy See does not recognize him as Bishop of the Apostolic Administration of Harbin, and he lacks the authority to govern the priests and the Catholic community in the Province of Heilongjiang.
The Reverend Yue Fusheng had been informed some time ago that he could not be approved by the Holy See as an episcopal candidate, and on several occasions he had been asked not to accept episcopal ordination without the pontifical mandate.
2) The Bishops who took part in the illicit episcopal ordination and have exposed themselves to the sanctions laid down by the law of the Church, must give an account to the Holy See of their participation in that religious ceremony.
3) Appreciation is due to those priests, consecrated persons and lay faithful who prayed and fasted for a change of heart in the Reverend Yue Fusheng, for the holiness of the Bishops and for the unity of the Church in China, particularly in the Apostolic Administration of Harbin.
4) All Catholics in China, Pastors, priests, consecrated persons and lay faithful, are called to defend and safeguard that which pertains to the doctrine and tradition of the Church. Even amid the present difficulties, they look to the future with faith, comforted by the certainty that the Church is founded on the rock of Peter and his Successors.
5) The Apostolic See, trusting in the concrete willingness of the Government Authorities of China to dialogue with the Holy See, hopes that the said Authorities will not encourage gestures contrary to such dialogue. Chinese Catholics also wish to see practical steps taken in this direction, the first among which is the avoidance of illicit celebrations and episcopal ordinations without pontifical mandate that cause division and bring suffering to the Catholic communities in China and the universal Church.
The ordination of the Reverend Thaddeus Ma Daqin as Auxiliary Bishop of the Diocese of Shanghai on Saturday 7 July 2012 is encouraging and is to be welcomed. The presence of a bishop who is not in communion with the Holy Father was inappropriate and shows a lack of consideration for a lawful episcopal ordination.

      非法祝圣、是非法合法主教们的作为的结果，给信徒及神职们立了极大的恶表，分裂了教会、制造了痛苦，他们再三使教会处在混乱中，公然不服教会的训导，公开的背命，给教会和信友制造隔合，多次违背教规教义和法律，希望圣座公开以示正义，帮助这些再三违规的牧人们，再不要拿软弱来伤害教会信友的信仰和良心了。
